DESCRIPTION:
During Preliminary Design, BLA studied alternatives and developed landscaping and architectural treatments. BLA assisted NYSDOT in the preparation of a Scope Summary Memorandum, and progressed the selected alternative through Final Design. The review process included public information meetings and presentations to the NYC Department of Parks and Recreation, the NYC Landmarks Commission and the NYC Arts Commission.
